Most enterprises discover cloud overspend a quarter too late. By the time a monthly cost report reaches a CTO's desk, the spend pattern behind it has already run for weeks. The report is accurate. It's also retrospective — it explains what happened, and it does nothing to stop the same pattern from happening again next month. That gap between reporting and governance is the gap Xora's Optimize line is built to close. 

Reporting looks backward. Governance runs continuously 

A cost report is a snapshot: a point-in-time summary of spend, usually assembled after the billing cycle closes. It's useful for understanding what already happened. It is structurally incapable of catching a cost anomaly while it's still cheap to fix. 

Governance is different in kind, not just in frequency. It means the same AI-assisted layer that watches workload health and incidents also watches spend and SLA — continuously, against policy, feeding a human FinOps owner one steady stream of recommendations rather than a separate cost-review exercise bolted onto the calendar.

How the loop works 

Xora's Optimize line runs on the same AI-assisted foundation as the rest of the platform. 

Usage and spend signals feed into the loop continuously, the same way health and incident signals do for an AIOps Signal Agent — not on a monthly extract. 

A FinOps Agent reasons about anomalies with evidence, the same evidentiary approach the Incident RCA Agent uses for root-cause analysis. A spend spike isn't just flagged; it's connected to the workload, the change, or the pattern that likely caused it. 

Recommended actions are grounded in a Source-of-Truth catalog of what's already approved. Xora doesn't take action on production cost itself — the FinOps or platform team does, working from a recommendation that's already evidence-backed and pre-checked against guardrails. 

Every recommendation carries an evidence trail, so a cost decision is as auditable as an incident response. For a regulated enterprise, “we reduced spend” has to come with a defensible account of how — and who approved it. 

Because Optimize shares its foundation with Monitor, Operate, and AI Ops, cost signals aren't isolated from operational ones. Why this matters more for regulated enterprises

What this replaces
