
As data becomes a core organizational asset, compliance can no longer stop at where data is stored. New regulations signal a clear shift, from meeting data residency requirements to governing the entire data lifecycle.
At the beginning of 2026, Vietnam’s Personal Data Protection Law No. 91/2025/QH15 came into effect, establishing a new legal framework for the collection, processing, and protection of personal data throughout its lifecycle. Decree No. 53/2022/ND-CP had previously introduced in-country storage requirements for certain categories of data and businesses within its scope.
For banks, financial institutions, and the public sector, the value of cloud is measured not only by speed or scalability, but also by its ability to answer three fundamental questions: Where does the data reside? How is it processed and protected? Who is accountable for maintaining control?
AWS Local Zone Hanoi gives organizations another infrastructure option for addressing these questions. Yet the Local Zone is only the foundation. Turning infrastructure capabilities into a system that can be deployed, governed, and operated over the long term requires organizations to begin with their business, data, and legal requirements. AWS Local Zone Hanoi unlocks three layers of enterprise value
AWS recently launched AWS Local Zone Hanoi as an extension of the AWS Asia Pacific (Singapore) Region, bringing selected compute, storage, and networking services closer to businesses and end users in Vietnam. The Local Zone can support end-user applications with latency below 10 milliseconds, while also serving workloads with in-country data residency requirements and selected AI/ML inference use cases.
The significance of AWS Local Zone Hanoi, however, extends well beyond faster response times. According to Mr. Ngo Manh Ha - CEO of TechX, the infrastructure unlocks three distinct layers of value for enterprises.
More options for storing and processing data in Vietnam
Organizations can store or back up data in Vietnam while retaining consistent operating models, APIs, toolsets, and security capabilities across the AWS ecosystem. This provides a stronger foundation for meeting data residency requirements without building an entirely separate technology environment.
Before AWS Local Zone Hanoi became available, some organizations had to maintain dedicated on-premises infrastructure for local data storage or backup while running other application layers in the cloud. This parallel model increased both capital expenditure and operational overhead.
For workloads that can meet their data residency, performance, and service requirements on the Local Zone, organizations may gradually reduce the on-premises infrastructure maintained primarily for local data storage. AWS reports that customers migrating legacy applications to AWS achieve an average of 31% in infrastructure cost savings through the AWS Migration Acceleration Program. This figure is a program-wide benchmark, not a guaranteed saving specific to AWS Local Zone Hanoi. TechX must still evaluate the business case for each workload based on its full investment, operating, and staffing costs.
Connecting existing systems to modernize in phases
AWS Local Zone Hanoi does not force organizations into a binary choice between keeping every system in the data center and moving everything to the cloud. Its value lies in enabling workloads to be placed more flexibly according to each organization’s data, performance, and operating requirements.
Mr. Ngo Manh Ha explained: “AWS Local Zone Hanoi enables data residency without requiring organizations to abandon their established operating model or the familiar AWS toolchain. More importantly, it creates a practical foundation for a hybrid roadmap: core systems can remain in the data center, while suitable workloads are modernized incrementally on AWS.”

Running sensitive data and AI workloads in Vietnam
Beyond providing another option for in-country data storage, AWS Local Zone Hanoi enables organizations to run sensitive and performance-intensive workloads in Vietnam.

“With next-generation compute capabilities such as C7i, M7i, and R7i, together with object storage and container services including Amazon ECS and Amazon EKS available in Vietnam, organizations can run workloads that process sensitive data locally. From financial transactions to AI applications, suitable workloads can meet data location requirements while maintaining performance comparable to other AWS Regions.”
With compute and storage capabilities deployed in AWS Local Zone Hanoi, organizations gain additional architectural options for financial transaction processing, sensitive data analytics, and AI inference. The shift is significant: for suitable workloads, data can now be processed, not merely stored, within Vietnam.
Not every application, however, can be moved to the Local Zone unchanged. TechX evaluates data sensitivity, performance requirements, system dependencies, and the AWS services involved. It then determines which components are best deployed in Hanoi and which should remain in the data center or the AWS Singapore Region.
Data residency is necessary, but not sufficient for compliance
Storing data in Vietnam is an important part of compliance, but it does not address the full obligation.
Vietnam’s Personal Data Protection Law No. 91/2025/QH15 governs the entire personal data lifecycle. Its requirements cover the legal basis for processing and consent; data subject rights; impact assessment records for data processing and cross-border personal data transfers where applicable; the appointment of responsible teams and personnel; access controls; and incident response obligations. Decree No. 53/2022/ND-CP, meanwhile, focuses on in-country data storage requirements for the data categories, businesses, and circumstances within its scope.
In other words, an organization may store data in AWS Local Zone Hanoi and still fall short of compliance if it lacks an appropriate legal basis for collection, cannot control who has access, or cannot demonstrate how the data has been processed and shared.

Rather than moving all data to the Local Zone and treating the matter as resolved, organizations must understand their data, identify the obligations that apply, and translate each requirement into a specific control.
