Every Millisecond Is Revenue: Why Real Time Performance Is the New Competitive Edge

Ultra low latency is usually treated as a technical specification, something an infrastructure team optimises for rather than something a business leader tracks. For high frequency trading desks and real time customer engagement teams, that framing understates the point. Latency is money, risk and customer experience, and all three are measured in the same unit. 

What changed with the Hanoi Local Zone 

AWS has opened a new Local Zone in Hanoi, carrying the zone identifier ap-southeast-1-han-1a, and the facility has been generally available since June 2026. It is built to deliver single digit millisecond latency for end user workloads by placing compute and storage physically closer to where those workloads are consumed, while remaining an extension of the Singapore Region rather than an independent region of its own. For two categories of workload, this is not a marginal improvement. It changes what is operationally viable in Vietnam. 

Pillar one: High frequency trading and real time risk engines in financial services 

Trading and risk infrastructure is judged on a single axis, namely how fast the system can process a decision once the market moves. Faster trade and decision processing narrows the gap with markets that have run on low latency infrastructure for years. It also raises the ceiling on real time fraud and risk scoring, because a transaction or a position can be evaluated in milliseconds rather than minutes, without giving up the evidence trail that a regulator expects to find behind that score. 

Pillar two: Real time customer engagement in telecommunications and aviation 

Contact centres and AI assisted customer engagement live or die on response time. Telecom operators and airlines run some of the highest volume and most latency sensitive customer interactions in the region. A laggy AI chat response or a dropped call during a live conversation is a brand experience failure long before it is logged as a technical incident. Lower latency closer to the end user is a direct lever on both. 

Market context, deliberately not a third pillar 

Gaming, livestreaming and augmented or virtual reality are the use cases that most global Local Zone coverage leads with, and they do benefit from the same latency gains. TechX names them here only to show market awareness, because those workloads sit outside the current solution set of the company, which focuses on the operations layer behind regulated and infrastructure heavy industries. 

The technical detail that makes this real rather than aspirational 

Two details separate a genuine latency architecture from a marketing claim. The first concerns the network path. Traffic destined for a subnet in a Local Zone over Direct Connect does not travel through the parent Region. It takes the shortest path directly to the Local Zone, and that is what actually delivers the reduction in latency. Routing the same traffic through a Transit Gateway adds that latency back, which makes network path design, and not simply Local Zone adoption, part of the real engineering decision. 

The second concerns cost. EC2 instances and other AWS resources in a Local Zone are priced differently from those in the parent Region. The right move is therefore not to move every workload into the Local Zone. It is to identify which workloads are genuinely latency bound and to place only those there, with FinOps discipline applied to the decision from day one. 

"A model that scores risk or routes a call in milliseconds is only as good as the operating discipline behind it. Speed without evidence, or without cost discipline, simply moves the same risk faster," said Thân Đoàn Đăng Khoa, Chief AI Officer of TechX. 

Where Xora fits 

Lower latency changes what infrastructure can do. On its own, however, it does not tell a FinOps team which workloads justify the different pricing profile of a Local Zone, and it does not give a risk team the evidence trail behind a fraud score computed in milliseconds. It is whether the organisation has the operating discipline to use that latency without losing control of cost or of evidence. That is the gap between infrastructure that is merely faster and an operating model that turns speed into a defensible competitive edge.
